For exceptional performance of her duties as the Independent Assessment Team Management Analyst of the Quality Management team supporting the National Nuclear Security Administration (NNSA) Office of Management and Budget (NA-MB), Business Services (NAMB-20), Ms. Lia Moore is presented this Outstanding Service Award.
Ms. Moore served in a critical role on the Independent Assessment Team throughout the entire Management System Assessment process charged with assessing and auditing the Office of Defense Nuclear Security (NA-70). In carrying out her duties, Ms. Moore impeccably supported all activities of the Management System Assessment phases of preparation, execution, close out, and corrective and preventative actions. Working closely with the Independent Assessment Team Manager, Ms. Moore conducted individual interviews with forty-six NNSA employees which included a combination of senior managers, supervisors, staff, technical subject matter experts, specialists, process owners, and tenured and recently hired across three functional offices and nine divisions. She reviewed over two hundred documents pertaining to organizational structure, management, strategic and operational plans, process descriptions, and procedures. Ms. Moore was instrumental in summarizing and analyzing findings, producing the Management System Assessment report, and developing corrective and preventative action plans to mitigate risks and improve the Quality Management System. Ms. Moore and the team received exemplary praise for their performance during the Management System Assessment by Mr. Raeford Phifer, Manager of the Security Management Improvement Program. Mr. Phifer sent a note to Mr. Frank Lowery, Associate Administrator for Management and Budget and Mr. Andrew Hood, Quality Management Director with the following praise:
